Elizabeth Zimmerman is the Assistant Administrator of the Recovery Directorate. This Division manages the Declarations Unit, the National Processing Service Centers and the Individual Assistance and applicant services programs
She brings decades of state level emergency management experience to her position at FEMA. Prior to her assignment, she served as the Assistant Director of Recovery for the State of Arizona. Throughout the years she acted as the State Coordinating Officer for numerous federally-declared disasters as well as scores of state level disaster response and recovery operations.
In addition to the Disaster Recovery Program, Ms. Zimmerman led the Emergency Management Accreditation Program (EMAP) Action Team for the State of Arizona and until recently, was an EMAP Commissioner and chair of the EMAP Assessment Committee. She also served in leadership roles as a member of the National Emergency Management Association (NEMA) including the FEMA/NEMA Declaration Workgroup.
Ms. Zimmerman began her career in Emergency Management with the Utah Division of Comprehensive Emergency Management after the 1984 Salt Lake City Flood. For the State of Utah, she managed several programs including Disaster Recovery, Administration and Recovery, Chemical Stockpile Emergency Preparedness, and Emergency Preparedness Planning.
